Ambassador Zhang Jinxiong's Article on the 19th Party Congress on Times of Suriname

On November 13, Times of Suriname, the largest news paper in Suriname published Ambassador Zhang Jinxiong's article on the 19th National Congress of the Communist Party of China. The full text is as follows: 

The just-concluded 19th National Congress of the Communist Party of China (CPC) has once again made the headlines of international press. The successful conference has elected a new leadership and defined a new blueprint for future development of China. Under the strong leadership of the CPC, China has unveiled a new era with its people embarking on a new journey towards greater expectation.

It's a journey of comprehensive and innovation driven reform that will generate more vigor to development. Adopting a new development concept, China will focus more on quality and efficacy instead of only pursuing high speed of growth.

It's a journey that will commit the Chinese Government to always putting people first and delivering the promise to bring them decent and better life. The well being of the people is the priority of the Government's work. By 2020, China will build a moderately prosperous society in all aspects and eliminate poverty in all poor counties and regions with all rural residents living below the current poverty line being lifted out of poverty.

It's a journey that will enable China to open wider to the rest of the world. China will continue to press ahead with the One Belt and One Road Initiative, promoting liberalization of trade and investment in pursuit of a global free trade network.

It's a journey towards forging a new form of international relations featuring mutual respect, fairness, justice, and win-win cooperation. China will continue to work together with the rest of the world in building a community with a shared future for mankind, and an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity.

The impact of the 19th CPC National Congress will not be limited to China itself, but to extend to the whole world and herald new opportunities in particular to the friendly cooperation between China and its CELAC partners.

Recent years have witnessed fundamental changes and remarkable development of China-CELAC relationship. President Xi Jinping visited this region three times in the past four years, meeting with all the leaders of CELAC countries having diplomatic relations with China and reached consensus with them on developing a China-CELAC comprehensive partnership of cooperation featuring equality, mutual benefit and shared growth. The Ministerial Forum of China-CELAC Cooperation was established and has already generated fruitful results. Over 2000 Chinese enterprises have set up factories in CELAC countries, making this region the second largest destination of China's overseas investment.

After the 19th Party Congress, leaders of government and major party in many CELAC countries including Suriname have sent correspondence to China, expressing their strong wish to strengthen relations with China. It's now our shared determination to hold up high the banner of peace, development and cooperation and better integrate our respective strategies of development.

Suriname is an important partner of China in the region. Since the 18th Party Congress, President Xi has met with President Bouterse three times on various occasions. The 40 year strong bilateral ties are at its best time in history. Political trust between our two countries are enhanced. Our two countries support each other and maintain close coordination in China-CELAC cooperation and international affairs. Pragmatic cooperation has yielded abundant achievements. To name just a few, Sophia's Lust Center has been handed over to the the local community; Broadband and Safe City project has made headway; Dalian IV project has been launched; the preparation for 350 Housing project and airport expansion is well underway; experts are working intensively on feasibility study of the agricultural technical cooperation center and the Capital Traffic and Security Electronic Surveillance project. People-to-people exchanges have become increasingly dynamic. Over 90 Surinamese students on Chinese Government scholarship are studying in China. This year alone, about 400 Surinamese from both public and private sectors participated in short-term training programs and seminars in China.

With the 19th Party Congress injecting new vitality to future bilateral cooperation, I'm fully confident in an even brighter future for China-Suriname relations and look forward to working with my Surinamese colleagues to seize the historical new opportunity, further tap the great potentials, explore new fields of cooperation and bring our relationship to a new height.
