Information Note on Passengers Departing from Suriname and Transiting to China via Related Countries for Nucleic Acid Tests

To ensure the health and safety of international travelers and to reduce the risk of cross-border spread of the COVID-19 pandemic, passengers taking flights bound for China are required to present their negative COVID-19 nucleic acid tests certificates before boarding, according to the Announcement jointly published by Civil Aviation Administration of China, General Administration of Customs of China and Ministry of Foreign Affairs of China on 20 July 2020 (Attachment 1). For passengers leaving Suriname for China, information on obtaining COVID-19 negative certificates in Suriname is as follows:

1. The scope of implementation

There are no direct flight between China and Suriname, passengers must be transited through a third country. Departing from Suriname, via the Netherlands , the United States and other countries where such certificate is required (Attachment 2), must take the nucleic acid tests for COVID-19 in Suriname within three days before boarding the final connecting flight to China. With negative test certificates, foreign passengers are required to apply for a Health Declaration Form from the Chinese Embassy in Suriname. It should be emphasized that the Health Declaration Forms must be valid during transit. Airlines will check the Form before passengers board the flight to China.

2. Test Institution

The Chinese Embassy in Suriname only accept negative certificates of nucleic acid tests. The currently recognized testing institution is The Laboratory of Academic Hospital Paramaribo which is certified by the Ministry of Public Health of Suriname.

3. Time of Testing

The date of issuance of the nucleic acid test certificate should be within three days before the departure of the flight to China in the transit place, and passengers should apply to the Embassy for a Health Declaration Form at least one day before boarding in Suriname.

For Example:

(1)The flight from the Netherlands to China is on 14th September, and the flight from Suriname to the Netherlands is on 12th September. The nucleic acid test certificate should be issued on September 11th.

(2)The flight from the Netherlands to China is 14th September, and the flight from Suriname to the Netherlands is 13th September. The nucleic acid test certificate should be issued on September 11th or 12th.

4. Way to obtain a Health Declaration Form

Once foreign nationals have received their negative test certificates, they are required to email clean scanned copies of the bio-data page of their passport, the certificate of negative test result and completed Health Declaration Form (Attachment 3) to the designated email address of the Chinese Embassy in Suriname (paramaribo@csm.mfa.gov.cn) with a caption "Full Name+Health Declaration Form". The Embassy will reply an email containing a scanned copy of signed and stamped Health Declaration Form. Passengers must print out the signed and stamped Health Declaration Form and bring it for the inspection at the transit airport. Please make sure to complete transiting within the valid date of the Form, and to present the form to the airlines prior to boarding.

5. Important Reminders

(1) It is strongly suggested that passengers intending to go to China read this information note very carefully and pay close attention to notices published by the Chinese Embassies or Consulates in transit countries. If passengers are unable to complete the nucleic acid test in time and obtain a negative test certificate, or fail to obtain a valid Health Declaration Form certified by Chinese Embassies or Consulates before boarding, they are temporarily not eligible to take the flight, and need to reschedule their itinerary.

(2) To avoid delay in the trip to China caused by the failure to obtain a Health Declaration Form in time, passengers shall contact the test institutions in advance to learn about the operation process and the time required for issuing test certificates. After obtaining such a certificate which meets the requirements, it shall be submitted to Chinese Embassies or Consulates for certifying as soon as possible.

(3) Please be noted that a certified Health Declaration Form is not a prerequisite for a Chinese visa, and vice versa.
